懂VSFTPD的兄弟進來幫我看看

小弟最近剛開始學linux，準備架設一個FTP伺服器，先安裝好了FC5,然後按照教程安裝VSFTPD 2.0.4.tar,但是make完后，cd vsftpd2.0.4目錄執行ls -l vsftpd 卻找不到vsftpd,重裝了幾次都是找不到，後來只能作罷，用RPM的方式裝好了，結果發現好像改/etc/vsftpd/vsftpd.conf的配置沒有效果，比如我改了裡面的ftpd_banner=Welcome to my FTP server,是不是安裝有什麼問題，但是登陸ftp時並沒有什麼歡迎顯示，不過我現在ftp可以通過使用本機的用戶登陸上傳下載文件，我想實現一個用戶（USER1)可以上傳下載，另外一個用戶(USER2)登陸FTP會直接到USER1的目錄中，但是只能下載東西不能上傳，這個要怎麼實現啊？
以下是我的VSFTPD.CONF中的配置，幫我看看是不是有問題，說實話，現在我還不知道修改這個文件是不是有效果
