懂VSFTPD的兄弟進來幫我看看

小弟最近剛開始學linux,準備架設一個FTP伺服器,先安裝好了FC5,然後按照教程安裝VSFTPD 2.0.4.tar,但是make完后,cd vsftpd2.0.4目錄執行ls -l vsftpd 卻找不到vsftpd,重裝了幾次都是找不到,後來只能作罷,用RPM的方式裝好了,結果發現好像改/etc/vsftpd/vsftpd.conf的配置沒有效果,比如我改了裡面的ftpd_banner=Welcome to my FTP server,是不是安裝有什麼問題,但是登陸ftp時並沒有什麼歡迎顯示,不過我現在ftp可以通過使用本機的用戶登陸上傳下載文件,我想實現一個用戶(USER1)可以上傳下載,另外一個用戶(USER2)登陸FTP會直接到USER1的目錄中,但是只能下載東西不能上傳,這個要怎麼實現啊?
以下是我的VSFTPD.CONF中的配置,幫我看看是不是有問題,說實話,現在我還不知道修改這個文件是不是有效果
